Introduction When huge tsunami waves hit some of the more beautiful beaches in Thailand and Sri Lanka on the day after Christmas in December 2004, the global response to visually powerful aid appeals in the international media was the largest in the history of humanitarian giving. In an age of instant messaging, internet-giving and global philanthropy, many INGOs (international non-governmental organizations), the International Federation of the Red Cross, and United Nations (UN) agencies raised significant funds for relief work. (1) Aceh Province, Indonesia, and northeast Sri Lanka, the two regions most affected by the Asia tsunami disaster, had experienced cycles of low-intensity armed conflict and uncertain peace for decades. Over 500 INGOs arrived in Aceh and Sri Lanka and $13.5 billion was pledged and delivered for recovery by the international community. (2) The funds exceeded the multilateral agencies' (UN, World Bank (WB), and Asian Development Bank (ADB)) needs assessments for recovery in the disaster affected countries, especially since India and Thailand, the third and fourth most affected countries refused much of the external aid.
